Bob Bradshaw and Jim Bellis have joined InnoSoft Inc. as senior software engineers. Their focus is designing and building Web-based applications in the company's Web development team.

Linda Dolly became marketing/customer relations specialist at The Finest Image Photography Studio in Colchester. Dolly was public relations director for Re-Discover Elizabethtown in New York and worked for Queen City Printers.

Gary Kessler, William W. Burbank and Mark Rickner have joined the engineering team at SymQuest Group Inc. of South Burlington. Kessler became senior network security analyst; he has worked on many corporate projects involving networks, Internet access and security. Burbank became an account manager; he has more than 20 years of sales and marketing experience. Rickner was hired as an account manager; he was vice president of sales and marketing at Champlain Software.

Elaine Charpentier became team coordinator for the advanced care unit at The Arbors in Shelburne. Charpentier was executive director of Battered Women's Services in Washington County for six years.

Lynn Mary Schwarzenbach was named executive meetings manager at the Sheraton Burlington Hotel & Conference Center in South Burlington. Schwarzenbach was an event coordinator for Cendant Corp. in Parsippany, N.J. Douglas E. DiSabito was appointed sales manager. DiSabito served as front office supervisor at Holiday Inn of Rutland.

Barry Snyder became chairman and academic adviser of general studies at Burlington College. Cathleen Sullivan became assistant director of admissions and public relations.

David J. Spielman, Mark J. Hall, William D. Riley and Robert J. Grenier have become principals and shareholders of Paul, Frank & Collins Inc. The Burlington law firm has 21 shareholder principals and eight associates and of counsel. James G. Murphy joined the firm as an associate, concentrating on corporate and commercial law. Murphy practiced with Cummings & Lockwood in Hartford, Conn.

Michael Du Pont was hired as chief financial officer of Peregrine Outfitters Inc. in Williston. Du Pont was CFO for Karl Suss America Inc. in Waterbury since 1996. Prior to that he was controller and treasurer at Burton Snowboards. Peregrine distributes outdoor equipment and books.

Dufresne-Henry named Stephen P.C. Plunkard area manager of its North Springfield office. Plunkard is founder and principal of The Cavendish Partnership, a landscape architecture firm in Cavendish. Plunkard and the partnership joined Dufresne-Henry in 1998. Dufresne-Henry maintains 15 offices throughout the Northeast, including facilities in South Burlington and Montpelier.

Stephen Ruda and Cilla Letourneau joined the Community Health Center of Burlington as patient service representatives. Ruda is a student at Johnson State College who worked for the college and Habitat for Humanity. Letourneau was a support staff supervisor with Kaiser Permanente. Jane Flecke became a patient accounts representative. Flecke is a graduate of Fairleigh Dickinson University.

Executive director Alan Jordan announced Jaime Laredo became music director of the Vermont Symphony Orchestra in Burlington. Laredo has been artistic adviser since 1998; he succeeds Kate Tamarkin. Tony Princiotti has become associate conductor. Princiotti has been music director and conductor of the Dartmouth Symphony Orchestra since 1993.

Vaughn A. Carney was appointed general counsel of the Vermont State Colleges in Waterbury. A trustee of Vermont Law School, Carney was counsel to Burak Anderson & Melloni, PLC in Burlington. Previously he was vice president and general counsel for General Dynamics Armament Systems and Lockheed Martin Armament Systems in Burlington. Vermont State Colleges include Castleton State College, Community College of Vermont, Johnson State College, Lyndon State College and Vermont Technical College.

Dawn Francis, assistant town manager for the town of Essex, was named director of the Vermont Technology Incubator at Essex (VTIE). The incubator, slated to open for business in the summer in the Forestdale Technology Park off Allen Martin Drive, Essex, is dedicated to businesses focused on high-tech products and services. VTIE was created through partnerships among local and state governments, the private sector, and the Essex Community Enhancement Corp. (ECEC), a non-profit, local development corporation, which will own the VTIE facility. Dave Rogerson is ECEC president.

Daniel McDevitt became assistant director of administration and finance at Burlington College. McDevitt is a certified public accountant. Tobias Kahan became associate director of the independent degree program, a brief-residency degree completion program, serving students around the world.

Andrew Weaver was promoted from director of international distribution to chief operating officer at Springer-Miller Systems in Stowe. George von Trapp, previously chief operating officer, has become chief financial officer. Matt Anderson has become sales manager, North America. Anderson has more than 18 years of sales experience with high-tech companies. Dale Shank joined as customer support manager. Shank has more than 20 years of information technology experience.

Russel P. Ryan, P.E., joined civil and environmental engineering firm Forcier Aldrich & Associates Inc. in Essex Junction as senior engineer. Ryan has more than 13 years of experience with the study, design and construction of water, waste-water, civil and site projects.

Carroll & Scribner Attorneys at Law moved from 74 Main St., Burlington, to Suite 300 at 84 Pine St., Burlington.

Stephen Dobrin was hired as manager of business development at accounting and consulting firm KPMG LLP in Burlington. Dobrin has 30 years' experience in domestic and international management; he has owned and operated businesses in the construction and manufacturing sectors.

Patent attorney Morgan S. Heller II joined law firm Downs Rachlin & Martin PLLC as Of Counsel. He worked on patent matters, specializing in mechanical and electromechanical arts, at Seidel, Gonda, Lavorgna & Monaco, P.C. and Panitch Schwarze Jacobs & Nadel, P.C., both in Philadelphia. Heller, a registered professional engineer, works in the Burlington office.

Chad Farrell, P.E., was hired as project engineer at The Johnson Company Inc., an environmental sciences and engineering firm in Montpelier. Farrell has four years of environmental consulting experience. Thomas Osborne was promoted to project scientist. Osborne has been with the company five years performing duties such as hydrogeologic and stratigraphic investigations at hazardous waste sites. Warren Davey was promoted to staff scientist. Davey has 14 years' tenure with the firm. His experience includes work on hazardous waste sites performing environmental monitoring, remedial system operation and maintenance, and Dive Point Technology equipment operation and data collection.

Dr. Lee Weltman announced Dr. Kenneth Palm has joined Colchester Family Dentistry in Colchester as a partner. Palm was employed by the state of Vermont, and previously worked with Waltman for several years at the former Community Health Plan/Kaiser Permanente Burlington Health Center.

The Chittenden County Regional Planning Commission in Essex Junction announced Michael D. Crane, AICP, was hired as executive director. Crane served as head planner for the Utah Quality Growth Commission in Salt Lake City for three years. In the 1990s he worked in Vermont for Associates in Environmental Planning.

Erica Danford became account director at Jager Di Paola Kemp Design in Burlington. Danford was marketing director for Kea Technologies and ShipE-Commerce.com, working on brand development, Web site design and public relations. She also served as advertising manager for Killington Resort. Rebecca Gubkin joined as assistant account manager. Gubkin was an intern with the firm, and recently graduated from Johnson State College.

Carlton Walcott was promoted to project manager for IBM operations at Engelberth Construction Inc. in Colchester. He joined the company in 1991 and became project engineer in 1996. Doug Marek was promoted to site project manager. He's been project engineer since joining Engelberth in 1997, following nine years at R.J. Colton Co.

Janice A. St. Onge was named technology business director for the Vermont Department of Economic Development in Montpelier. St. Onge was a manager with Kea Technologies Inc./ShipECommerce.com in Williston and a member of the senior management team responsible for strategic policy. Previously she served as an executive with People's Bank in Bridgeport, Conn.

Vermont Tent Co. in South Burlington hired Judy Cheney and Steve Cheney. Judy became office manager of the tent and party division. Steve joined the awning division. Both were managers of Burlington Rent-All and Hertz First Choice Rental Sales & Service.

Lisa A. Millette was appointed mortgage loan originator for the Vergennes office of Lyndonville Savings Bank. Millette has 10 years' banking experience and most recently served as a mortgage loan originator at Vermont National Bank in the Vergennes and Middlebury offices. Previously she worked in the mortgage department of Vermont Federal Bank.

Jim Turner was named vice president and director of underwriting for the National Life Group in Montpelier. Turner has been with the company since 1975. He became second vice president in 1998. Gail Prescott was named vice president of contract services. Prescott joined in 1979 and assumed management of the title area in 1997, which later combined with billing and disbursements to form contract services. Joe Miller was named senior vice president, career system. Miller began with National Life as an agent in 1963. In 1997 he moved to the home office and was appointed vice president and director of agencies. Richard Horchler was named marketing vice president within the career agency system. Horchler joined the company in 1982 as a career agent and middle manager in Virginia Beach, Va. He moved to the home office in 1988 and in 1994 was promoted to second vice president of sales and training programs. Susan Janawicz was named vice president, marketing and sales support. Her tenure reaches back to 1974. Janawicz joined the retirement planning team in sales as second vice president in 1993 and was named vice president in 1998. Tammy King joined Equity Services Inc., a registered broker/dealer affiliate of National Life Group, as assistant vice president, securities processing development. King was with Lincoln Financial Advisors as the investment sales coordinator and regional director of compliance for the Cincinnati regional planning office. Alfred Foice was hired as vice president, audit and advisory services for the National Life Group. Foice was vice president and director of audit at Banknorth Group in Burlington.

Adam Brooks was promoted to director of YMCA Camp Abnaki, the organization's boys' resident camp in North Hero. Brooks served in assistant director and program director positions at the camp and as site director for the YMCA's school-age after school program in Richmond, Charlotte and Burlington. C.J. Aldrich returns to the camp as assistant director. Aldrich was a camper and counselor. He worked for YMCA Camp Beckett in Massachusetts. Jeff O'Hara was named director of YMCA Camp Greylock, a co-ed day camp in Ferrisburgh. O'Hara is an elementary school teacher in Richmond and assistant director of the YMCA Live Y'ers in Richmond. Mike Rakowski joins Camp Greylock as assistant director. Rakowski has worked in the YMCA's early childhood, school-age and summer programs.

Barbara Lalancette was hired as deputy director of finance and operations at Frog Hollow Vermont State Craft Center in Middlebury. She's responsible for Frog Hollow's three retail galleries and oversight of human resources, bookkeeping, information services, and hardware and software operations. Lalancette was director of operations, marketing and public relations at Criterium-Lalancette Engineers in Rutland for more than 11 years.

DeAnna L. Backus was appointed human resources manager at Sheraton Burlington Hotel and Conference Center in South Burlington. Backus worked in the human resources department at the New England Culinary Institute in Montpelier and in the human resources department at the Desmond Hotel in Albany, N.Y. Tom Smith was promoted from assistant chief engineer to chief engineer. Smith has been with the hotel since 1993. Rick LaCroix was promoted from staff engineer to assistant chief engineer. LaCroix joined the Sheraton in 1996 and is attending a training program in refrigeration and air conditioning.

Charles E. Johnson has become safe schools coordinator at the Vermont Department of Education in Montpelier. Johnson has worked as a management consultant since 1981.

Maureen Post joined the sales staff at Lang Associates. Post has administrative experience with area law firms and served as office manager at a New York environmental consulting company.

Katie Camardo was promoted from sales operations manager to director of sales operations at Vermont Teddy Bear Co. in Shelburne. Camardo joined the company in 1997 as bear shop manager from Staples in South Burlington, where she was general manager. Chris Powell was promoted to call center manager from assistant call center manager. Powell has been with the company since 1996. Ann Lamb was named facilities and traffic manager. Lamb recently coordinated the installation of the company's new manufacturing plant in Newport. Thom Combes was promoted to company mechanical engineer from art and embroidery manager. James Guertin joined the company as art director. Guertin was publisher and art director for the American Morgan Horse Association.

Ronald Rup Jr. has become one of the three principal owners of Inacom Information Systems in Williston. Rup has been with the company for six years as a network engineer and service manager. The other owners are president Keith Mattes and chairman Randy Rowland. Inacom offers single-source IT solutions.

Shelley E. Gustafson joined Pioneer Environmental Associates LLC of Middlebury as senior wetland scientist. Gustafson has held numerous positions in the environmental field, including work as an environmental consultant with the Natural Resources Council. Most recently, she was a stream research technician at the University of Vermont.
