The Vermont Chamber of Commerce announced the appointment of Julie McDonough as program coordinator for its new program called Chamber Preferred, which provides employers with savings and customized benefit options for their employees. McDonough was with Choice Strategies.

The University of Vermont board of trustees approved the merger of two longstanding departments — neurology and anatomy and neurobiology— to create the department of neurological sciences. Rodney Parsons, Ph.D., professor and chair of anatomy and neurobiology, and Rup Tandan, M.D., professor and vice chair of clinical affairs in neurology, will share leadership of the new department as a national search for a chair and physician leader continues. Mark Phillippe, M.D., professor of obstetrics, gynecology, and reproductive sciences, is chairing the search committee. Robert Hamill, M.D., will step down as chair and physician leader of neurology at UVM/Fletcher Allen to focus on patient care and teaching as he prepares for retirement in 2013.

Scott Buckingham joined Vermont Businesses for Social Responsibility as manager of development and communications. He has more than 20 years’ experience as an advocate and practitioner of forward-thinking management practices.

Ann Jones-Weinstock was named director of development at St. Michael’s College. She has more than 20 years of fund-raising experience and was director of community initiatives for NRG Systems.

Gallagher, Flynn & Co. LLP announced that Catherine M. Mossey was promoted to manager in the auditing and accounting practice. She works in the firm’s South Burlington office.

DuBois & King hired Steven V. Dumas, P.E., LEED AP, as manager of the mechanical department in the firm’s building services division. Dumas has 30 years’ experience in mechanical/electrical/plumbing and HVAC design. He works in the firm’s Williston office.

KeyBank hired Jeffrey Ciochetto as vice president, senior business banking officer covering the state of Vermont. Ciochetto has more than 29 years’ experience in commercial and retail banking. He was senior vice president and senior loan officer for Union Bank.

Charles Irvin, Ph.D., was named assistant dean for faculty at the University of Vermont College of Medicine. He will continue to direct the Vermont Lung Center and serve as vice chair of research in the department of medicine. His role will support the basic science and clinical faculty on the UVM/Fletcher Allen campus and the teaching faculty throughout Vermont and New York, and at the college of medicine’s clinical teaching sites in Connecticut, Maine, and Florida. He joined UVM in 1998.

Ted James, associate professor of surgery and attending oncology surgeon, was appointed director of clinical simulation for the clinical simulation laboratory. The announcement was made by the UVM College of Medicine, the UVM College of Nursing and Health Sciences, and Fletcher Allen Health Care. James joined the medical center in 2005.

Brittany Riley was promoted to HR/office coordinator at Vermont Housing Finance Agency. Riley joined the agency in 2011 as an administrative assistant and was promoted earlier this year to administrative/payroll coordinator.

Champlain College announced the arrival of three interim deans to lead its divisions of education and human studies (EHS), information technology and sciences (ITS), and communication and creative media (CCM). James Garofalo, who leads EHS, was, for 25 years, dean of the School of Education at Aquinas College in Michigan. Robert Marino, who leads ITS, retired after eight years as the president of the American University of Rome. William Richardson, who leads CCM, retired as provost and vice president for academic affairs at Antioch University in Santa Barbara, Calif.

Burlington City Arts announced that D.J. Hellerman was named BCA Center curator. He succeeds outgoing curator Chris Thompson. Hellerman was with The Progressive Art Collection in Cleveland.

Keith Fossett was appointed residential division manager for Trumbull-Nelson Construction. He will be responsible for developing the firm’s residential division and assist with project estimating.

Jeffrey Morin, CPA, managing partner of JMM & Associates, announced the firm’s move from Burlington to 336 Water Tower Circle, Suite 801, Colchester. The phone number is 655-5665.

Lisa Henderson joined the staff of the Vermont Manufacturing Extension Center as professional manufacturing and business growth adviser. Henderson, who worked for the center from 1996 to 2009, was most recently director of manufacturing at King Arthur Flour Co.

TruexCullins Architecture and Interior Design hired Carmen George as a part-time marketing coordinator. George was development and communications coordinator at Burlington College.

Colleen Nilsen was promoted by Spectrum Youth and Family Services to the position of director of its violence intervention and prevention program.

Windows & Doors By Brownell announced that longtime staff member Marc Coviello has moved into the company’s outside sales division.

PayData Payroll Services Inc. hired Jaime Trahan as client service representative. Trahan was junior accountant with Hickok & Boardman Inc.

TD Bank named Robert O. Silvestri small-business relationship manager in Montpelier, Vermont, and Florida. He was a business development manager at a Connecticut bank and has 21 years’ banking experience.

Jeff Couture was named executive director of the Vermont Technology Alliance. Couture was a longtime leader and manager at IBM for employee communications, media relations, and semiconductor industry analyst relations, including serving as the chief spokesperson for IBM in Vermont.

Engineering Ventures announced the addition of senior engineers Paul Hobbs, P.E., and Paul Boisvert, P.E., as owners and shareholders. Hobbs has been with the firm since 2001; Boisvert joined the firm in 2007.

Ledyard National Bank hired Barbara Graf as senior vice president and human resources director. She has more than 20 years’ experience working with comprehensive human resources and organizational systems, most recently at Downs Rachlin Martin PLLC.

Logic Supply announced the hiring of Sean Larkin as chief financial officer. Larkin, who recently relocated from Nebraska, has more than nine years’ experience in financial analysis.

Vermont Tech announced the promotions of Christopher Beattie to associate dean of administration and Anne Smeglin to site director of the Bennington campus. Kelly Rue Riso was hired as director of payroll and employee services. Beattie has been with Vermont Tech for 15 years; Smeglin joined the college in 2011. Riso was workers’ compensation administrator at Pike Industries Inc.

Citizens Bank promoted Deborah Towne to branch manager in Montpelier. Towne joined the bank in 2004 and was most recently assistant branch manager in St. Albans.

People’s United Bank appointed Sylvia MacKinnon corporate retirement services for Connecticut, Maine, Massachusetts, New Hampshire, New York, and Vermont. She joined the bank in 1989 and has served in various capacities in New Hampshire and Vermont. •
