The Vermont Sustainable Jobs Fund announced the appointment of Rachel Carter as communications director, a newly created position. Carter has operated Rachel Carter PR, her public relations, social media, and grassroots marketing business, for six years. She is co-author of Vermont: An Explorer’s Guide and was recognized by Business & Professional Women as the 2008 Vermont Young Careerist and a 2010 Vermont Business Magazine Rising Star.
Vermont Community Foundation hired Janet McLaughlin as special projects director. She will lead the foundation’s food and farm initiative, which connects Vermont families with healthful, local food. She was with Share Our Strength in Washington, D.C.
The Vermont Studio Center board of trustees announced the appointment of Gary Clark as president of the organization, concluding a four-month, nationwide search. Clark has served as a member of the studio center’s staff since 1993 in several capacities, including writing program director and director for development.
Bluebird Restaurant Group announced that two executive chefs have joined the company. Matt Corrente is executive chef at Bluebird Tavern in downtown Burlington. Paul Link is executive chef at Bluebird Barbecue on Riverside Avenue in Burlington. Corrente was chef de cuisine at Pistou in Burlington. Link has been a member of the Bluebird group since 2011 and was instrumental in opening Bluebird Barbecue.
Hoyle, Tanner & Associates Inc. announced that Christopher M. Mulleavey, P.E., was elected president by the company’s board of directors. James D. Boothroyd, P.E., the former president, will remain with the company as CEO and chairman of the board of directors. Mulleavey joined the firm in 1998.

Joanna Woos was named executive director of the Lake Champlain Chamber Music Festival. Woos is the founder and executive director of the Green Mountain Suzuki Institute and maintains a private piano studio in New Haven. She replaces Martha Ming Whitfield, who served in the position from 2009 and resigned to pursue a career in medicine.

The National Bank of Middlebury created two new positions: business community lender northern market manager for Hinesburg, Vergennes, and Bristol; and business community lender southern market manager for Brandon. Chris Lapierre, assistant vice president, will assume responsibilities for the northern tier of Hinesburg, Vergennes, and Bristol, and Chris Carpenter, assistant vice president, will assume responsibilities for Brandon. Grover K. Usilton was promoted to senior vice president at the bank. He has been with the bank for 16 years. Promoted to assistant vice president are Christine Wagner, Stacey Brown, Christopher Lapierre, and Jo Holm-Hansen. Promoted to officer are Catherine Wall and Heather Ludwigsen.
TD Bank promoted Dennis G. Madigan to store manager of the Waterbury location. An assistant vice president, Madigan joined the bank in 2011.

Vermont Public Television hired Elizabeth Metraux as chief communications and public relations officer and a member of the senior management team. Metraux has worked in dozens of countries throughout Eurasia and as an adviser to the U.N. Secretariat on Internet Governance, a member of the U.S. Presidential Taskforce on Digital Diplomacy, and as an adjunct professor at Champlain College. Rob Cunningham was promoted to director of finance and administration. He joined VPT in 1996 and has served in several capacities, most recently as accountant.
The Vermont Center for Afterschool Excellence announced its name change to Vermont Afterschool Inc. The change signals the organization’s desire to start afresh as it launches its own independent nonprofit after having operated under the Champlain Valley Educator Development Association.
Michael R. Tuttle, president and CEO of Merchants Bank, announced that Geoffrey R. Hesslink was appointed chief operating officer. Hesslink has 24 years of banking experience concentrated in commercial banking and credit. He joined Merchants in 1995. He has been executive vice president since 2010.
